The newest reccommendations are to keep kiddos in a 5 point harness as long as possible, a 2 year old is way too little for a seatbelted booster. It is minimum age 4 and 40lbs for a booster, which ever comes last. In fact, if your carseat will allow, the APA suggests rearfacing to the limits of the carseat.
It is a parental choice however check your state laws. In our state, boosters prior to age 4 is illegal. My 2 1/2 year old si still rearfacing and my almost 6 year old is in a 5 point harness. When they were 3 and 1 month we were in a car accident, the 5 point harness saved my 3 year old's life.
